Although Pirelli Tyre Co, Ltd. is named as a company whose products (together with those from Aeolus Tyre Co., Ltd., Chonche Auto Double Happiness Tyre Corp., Ltd. and Qingdao Yellow Sea Rubber Co., Ltd.) will be charged anti-dumping duties of 64.13 euros per tyre under anti-dumping Regulation (EU) 2018/683, the tyre maker states it is not affected by the new regulation as it doesn’t produce commercial vehicle tyres.

On 1 February the European Commission began implementing regulation (EU) 2018/163, making imports of new and retreaded commercial vehicle tyres originating from China subject to registration. The news follows the initiation of anti-dumping proceedings on 11 August 2017 and anti-subsidy proceedings on 14 October 2017.

India’s Ministry of Finance has imposed an anti-dumping duty on truck and bus radial (TBR) tyres imported from China. The duty ranges from $245.35 - $452.33 per ton, according to a notification from the Central Board Excise and Customs (CBEC), and has been applied to “new pneumatic radial tyres with or without tubes and/or flap of rubber (including tubeless tyres) having nominal rim diameter code above 16 (inch)”.

In addition to Chinese industry players, Europe is represented by UK distributor Oak Tyres’ Davanti tyre brand, FM Tyres from the Netherlands, and Italian distributor Franco Gomme, while Singapore’s Stamford Tyres and Taiwan’s Nankang add to the international exhibitor base. The internationalism of the show is also reflected in the visitors arriving today from five continents.

The European Commission has issued notice that it will initiate an anti-dumping proceeding focusing on imports of truck and bus tyres originating in the People's Republic of China. The Commission is taking this course of action as a result of a complaint received on 30 June by the “coalition against unfair tyres imports,” a group representing the interests of manufacturers who account for more than 45 per cent of all new and retreaded truck and bus tyre production in the European Union.

The body within India’s Department of Commerce established to investigate unfair trade practices has recommended the introduction of anti-dumping duties on certain tyres imported from China. In the recently published findings of its report into truck and bus tyres with rim diameters above 16-inches that originate in or are exported from the People’s Republic, the Directorate General of Anti-Dumping (DGAD) states it is “of the view that imposition of definitive anti-dumping duty is necessary to offset dumping and injury.”

Titan thanks US government for ‘diligence’ in reviewing tyre subsidies

Titan International has commented on the final results of the US Department of Commerce’s (DOC) review of imported OTR tyres from China in 2014 and 2015, which show the Chinese government increased the level of subsidies it gave tyre makers, enabling their products to continue selling in the US market at what the tyre maker calls a less than fair value.

Chinese officials welcome US duty decision

Following the US International Trade Commission (ITC)’s decision not to place import tariffs on China truck tyres, Chinese officials have welcomed the news. The ITC determination was made on 22 February 2017 on the basis that tyres from China “did not materially injure or threaten to damage the US industry”, and that no anti-dumping or countervailing duties would be imposed on those products.

USA: No antidumping and countervailing duties on Chinese truck & bus tyres

In a 3-2 vote, the United States International Trade Commission (ITC) yesterday determined that the US tyre industry hasn’t been materially injured by imports of truck and bus tyres from China, nor is it threatened by these imports. The US Department of Commerce previously determined that these imported tyres are subsidised and are sold in the United States at less than fair value.
