USA to decide on Thailand tyre duties in March

The U.S. Department of Commerce is investigating imports of truck and bus tyres from Thailand after the United States International Trade Commission (USITC) upheld a petition filed by the United Steelworkers (USW) union on 17 October 2023. The USITC determined on 30 November that the domestic tyre industry is materially injured by tyre imports that are sold in the USA at “less than fair value.” The Department of Commerce’s preliminary antidumping duty determination is due on or about 25 March 2024.
According to the USITC’s public report, titled Truck and Bus Tires from Thailand, US consumption of bus and truck tyres totalled approximately 36.0 million units in 2022. The report values these products at US$9.0 billion.
Local manufacturers shipped 12.2 million truck and bus tyres in 2022, valued at $4.2 billion and accounting for 33.9 per cent of US consumption by quantity and 46.5 per cent by value.
Bus and truck tyre imports totalled 23.9 million units, of which 10.2 million tyres came from Thailand and were valued at US$1.8 million, accounting for 28.3 per cent of US consumption by quantity and 19.8 per cent by value. US imports from other countries totalled 13.7 million tyres and were valued at $3.0 billion, accounting for 37.9 per cent of US consumption by quantity and 33.7 per cent by value.
Imports gaining share
Consumption of truck and bus tyres in the United States increased 7.2 per cent by volume between 2020 and 2022. The volume that US producers accounted for decreased steadily during this time, with the bulk of this net decline of 12.6 percentage points occurring from 2021 to 2022. Over the same period, imports increased market share, for respective two-year increases of 8.8 and 3.8 percentage points. By value, consumption of truck and bus tyres in the United States increased 63.5 per cent between 2020 and 2020. US producers’ share by value decreased 11.7 per cent during this period despite an overall increase of 30.5 per cent in the value of their shipments.
Import volumes for truck and bus tyres into the USA increased by 81.5 per cent between 2020 and 2022, reflecting a 113.0 per cent increase in import volumes from Thailand and 63.5 per cent increase from other locations. In terms of value, imports from Thailand and elsewhere increased steadily from 2020 to 2022, a net increase of 109.3 per cent representing increases of 157.1 per cent for truck and bus tyres from Thailand and 88.8 per cent for tyres imported from other countries.
